In 1982, Oklahoma Farm Bureau finally succeeded in passing a surface damage bill, with Rep. Vernon Dunn playing a key role in forcing action by the legislature. The bill required the driller to attempt to negotiate with surface owners. If the driller fails to come to a compromise with surface owners, he or she could ask the court to name appraisers to establish damages.
